Government to Reshuffle Incorporated Independent Administrative Agencies

The government, at the meeting of the Headquarters for Promoting Administrative Reform on December 24, 2005, decided to review the organization and activities of incorporated independent administrative agencies. With regard to agencies related to the Ministry of Agriculture, Forestry and Fisheries, three bodies, i.e. Center for Food Quality, Labeling and Consumer Services which has been engaged in surveillance of food labeling, Fertilizer and Feed Inspection Services and Agricultural Chemicals Inspection Station will be amalgamated amongst themselves in April 2007. This will be done so the new agency will exercise an integrated function in securing safety of foods and to enhance its ability of inspection and analysis.

Forest Tree Breeding Center will be merged to Forestry and Forest Products Research Institute in April 2007, and the new agency will aim to make its business more effective by conducting activities ranging from basic research to breeding and propagating new varieties of trees in a more coherent manner. 

As regards the review of activities, experimental cultivation farms located at nine places and farms for seedling inspection at four places, all belonging to National Center for Seeds and Seedlings, will be put together at a fewer locations, while production and supply of stock trees of tea will be transferred to either private sector or local governments as soon as possible when these activities will be done away with from the new center. 

National Livestock Breeding Center will have its improvement and multiplication activities of sheep, goats and rabbits transferred to private sector, when they will be done away with from the center. 

National Fisheries University will have the size of faculty of specialized study reduced.

All the above reshuffles are to follow the decision of the Headquarters for Promoting Administrative Reform which was made in 2004. In relation to MAFF, this earlier decision included the following reforms:
 

- to abolish The National Farmers Academy;
- to merge National Institute for Rural Engineering and National Food Research Institute;
- to merge Fisheries Research Agency and National Salmon Resources Center; and
- to review organization and activities of National Institute of Agrobiological Sciences, National Institute of Agro-Environmental Sciences and Japan International Research Center for Agricultural Sciences
