Japan Rebuts on the US Trade Estimate Report on Foreign Trade Barriers

The Japanese government on April 20 presented to the United States government its comments on "the 2006 National Trade Estimate Report on Foreign Trade Barriers," a report compiled by the United States Trade Representatives. On the US demand that the age limit of US beef import to Japan be raised from the present 20 months old and younger to 30 months old and younger, the comment rebutted saying "the first priority for the Government of the United States should be fully complying with the requirements agreed upon by the governments and recovering the reliability of the Export Verification program." The comment also pointed out that "It is not appropriate to discuss reviewing of the program" while the import procedure has not been resumed.

On the critical observation of the United States about agricultural import policies of Japan in general, the Japanese comment underlined their legitimacy saying "Import policies on the agricultural products mentioned in the Report were agreed in and introduced as results of the Uruguay Round negotiations." On the point of small US share in rice transaction under the simultaneous-buy-sell (SBS) system, the Japanese comment argues that "The Government of Japan has introduced simultaneous-buy-sell (SBS) system upon request from the United States. In operating this system, the Japan Food Department of MAFF has never treated U.S. rice in a discriminatory manner."
