MAFF Sets 2006 Action Plan to Boost Food Self-sufficiency Ratio

The Ministry of Agriculture, Forestry and Fisheries (MAFF) finalized the FY 2006 Action Plan for Enhancement of Food Self-sufficiency Ratio on May 26. To facilitate the enhancement of food self-sufficiency, it sets numerical targets of raising the extent of public awareness about foods made of rice flour from the current 20% to 30% of the people, and that about 'Balanced Food Guide' which was jointly drawn up with the Ministry of Health, Labour and Welfare in July of last year from 26% to 30%, both as a part of promoting Japanese-style diets with rice at its center. On the production side, the plan aims at 10% increase in the production of new varieties of bread wheat to expand demand for domestically grown wheat.

The action plan was finalized after it had been approved by 'the Food Self-sufficiency Enhaucement Council' which is composed of representatives from producers', consumers' organizations and food industries. The plan draws up guidelines for actions to enhance food self-sufficiency ratio from both aspects of food consumption and agricultural production, and also incorporates the targets in numbers.

On the consumption side, consumption of domestic agricultural products will be promoted under the following pillars: i) promoting 'food awareness education,' ii) promoting 'local consumption of local products,' and iii) securing public trust on domestic agricultural products. 

To put them in more concrete terms, efforts will be made to propagate foods made of rice flour as well as to realize 3 school lunches a week with rice as soon as possible. For securing public trust on domestic agricultural products, the number of demonstration areas that follow 'Good Agricultural Practice (GAP)'* will be increased from the present 15 to 120.

A manual for crop cultivation that shows appropriate methods of production and practices aimed to secure food safety and high quality of agricultural produce and to reduce burden on environment. 

On the production side, efforts will be enhanced to expand demand for domestic agricultural products. Development of new food products that use domestic agricultural and aquatic products will be pursued in joint food industry and agriculture collaboration. Also introducing of new varieties and quality improvement to meet food industry demand will be promoted.
