MAFF to Promote Inroads of Japanese Food Business into East-Asia

The Ministry of Agriculture, Forestry and Fisheries (MAFF) established on July 7 a 'strategy conference' within the ministry with an aim to promote inroads of Japanese food businesses into East-Asia. The conference met for the first time the same day. In the wake of the cabinet decision in April this year on 'the New 2006 Policy on Agricultural Policies Administration for the 21 Century,' the strategy conference will examine the marketing strategies of food businesses targeted for areas of East-Asia where outlets can be expected to expand, and will put together the basic policy and the plan of implementation by the end of the year. 

'The New 2006 Agricultural Policy' set out a target to expand the scale of activities of Japanese food businesses (in forms of locally incorporated entities) by between 30% and 50% in 5 years in China, Taiwan and Korea etc. as envisioned in an East-Asian Food Business Community Vision. That would mean that their sales turnover will increase from $8.4 billion at present to $11 -12.5 billion by the end of FY2012.

MAFF, based on evidence that sales by overseas Japanese food businesses in overseas markets are increasing, underlined that the threat of the boomerang effect is much less than it used to be on Japanese domestic food business, agriculture and fishery industries which will be brought about by imports of food products made overseas by Japanese food business.

MAFF considers that to turn our eyes on overseas, switching from what is a shrinking domestic outlet against the backdrop of declining population, is a strategy that embrace agriculture as "reinvigorated business of food processing and marketing would lead to reinvigoration of domestic agriculture," according to an general food policy bureau official.

The strategy conference will study ways of propagating Japanese food culture overseas and food export promotion hand in hand with the strategy to promote economic partnership agreements. The first of its meeting deliberated on the current status of and problems with inroads of food business overseas, and discussed items to be included in the basic policy and the plan of implementation. It also decided to create a liaison and consultative body in an effort to cooperate with related ministries/agencies as well as business community.

The strategy conference is composed of food manufacturers having overseas activities and academics etc. The first meeting elected Mr. Yuzaburo Mogi, Chairman and Chief Executive Officer, Kikkoman Corporation, as its chairman.
