Prime Minister Emphasizes Rural Invigoration in His Policy Speech
Prime Minister Shinzo Abe delivered a policy speech to the plenary sessions of both houses of the Diet (Japanese parliament) on January 26. In the passage on agriculture, he underlined the importance to continue farm policy reforms with focus on supporting core farmers, and to achieve one trillion yen target of exporting agricultural and livestock products and foods by 2013. He also expressed his resolve to "work to vitalize agricultural, forestry, and fishery villages by such measures as promoting exchanges between urban and rural areas.h
Prime Minister pointed out that the basic frameworks of the country "have become incapable of adapting to the great changes taking place." "In order to realize 'a beautiful country, Japan,' my mission is to draw a new vision of a nation which can withstand the raging waves for the next 50 to 100 years to come," he said.
In the section on economic policy, Prime Minister emphasized he would advance 'a new growth strategy' based on productivity gains. He revealed his intention to strive for an early conclusion of Economic Partnership Agreements with the ASEAN and other countries, as well as for an early conclusion of the WTO Doha Round negotiations.
On the policy of "Creating a Society Full of Opportunities That Guarantees a Chance to Challenge Again and Again," he said "It is also important to provide people who have retired from the front lines of the workforce with a place where they can begin a new life with pride. We will expand opportunities for elderly people and retired baby-boomers by providing assistance to reemployment of experienced workers and to employment initiatives in the agricultural, forestry, and fisheries industries; and by providing opportunities to work for supplying technical assistance to developing countries. "
