FY 2006 White Paper on Agriculture Appealing the Significance of Self-Sufficiency Ratio

Japan's government adopted the FY 2006 Annual Report on Food, Agriculture and Rural Areas in Japan at the cabinet meeting on May 25. The report indicates that we may suffer tight food supply on a global basis in the medium and long terms, warning of risks with relying on import for majority of foods. It also highlights the significance to increase the food self-sufficiency ratio.
According to the report, positive effects of an effort to improve the ratio include health maintenance with "Japanese-style diet", support for local agriculture, reduction of carbon dioxide (greenhouse gas) emissions due to the shorter transportation distance than imported food, and ensuring stable food supply for emergencies. It presents an example of everyday efforts to increase the ratio by 1%, such as "eat one more mouthful of rice per meal".
In addition, it publicizes the importance to establish "truly fair trade rules" during the World Trade Organization (WTO) agricultural negotiations and to prevent negative effects of negotiations for a free trade agreement (FTA) and economic partnership agreement (EPA) on the development of agriculture, so as to improve the agricultural production in Japan. With regard to the tariff issues, the report stresses that it is an important way to redress the productivity gap with US, Australia and other countries, and a rightful measure that was agreed by
WTO.
