Budget Request from Agriculture Ministry Emphasizing on Revitalization of Rural Areas as well as on Fundamental Enhancement of Agriculture

Ministry of Agriculture, Forestry and Fisheries made public its priorities on August 9 toward the FY 2008 budget request at the end of August. Following the outcome of the Upper House election that was characterized by "rural uprising", the request will feature the support for the revitalization of rural areas. The support package will include an urgent measure to eliminate abandoned cultivated land in five years and an action for the fundamental enhancement of the agriculture industry such as land consolidation in larger farmers. Taking into consideration the Hokkaido Toyako G8 Summit, the request will also contain the contribution to global environment issues to accelerate the use of biomass.

The budget request from the ministry will have the following main elements: (1) Enhancement of agriculture industry and revitalization of rural areas, (2) national strategic efforts for food and agriculture, (3) measures for resources and environment from a global standpoint, and (4) promotion of beautiful forests creation. 

The revitalization of local areas is given the higher priority by the Japanese government as a whole in terms of the FY 2008 budget. The ministry aims at the budget that will invigorate rural areas through an exchange between urban and rural areas that will help inventive efforts, use of buried intellectual properties like "prominent skills of the experienced" and countermeasures against bird and animal damages in mountainous areas.

A policy reform for the agricultural land, whose concrete measures will be determined in the coming fall, will contain the land consolidation in larger farmers as the most important issue.
